DATE
AND TIME: Tuesday, August
18, 2009, 9:00 a.m.
PLACE: Florida Department
of Environmental Protection,
Southwest District Office,
Main Conference Room, 13051
N. Telecom Parkway, Temple
Terrace, FL
Greetings,
We would like to remind
interested parties that there
is a public workshop scheduled
for next week for the Department
to discuss the potential refinement
of the State's surface water
classification system (agenda
attached). The public
workshop, which is open to
the public, is scheduled see
above.
A
copy of the draft revisions
to the surface water classification
rule
(Rule 62- 302.400,
Florida Administrative Code)
is attached for your review.
The refined structure
breaks the current 5 classes
into 7 human use classes
(HU-1 through HU-7)
and 4 aquatic life use classes
(AL-1 through AL-4).
Also attached are tables
showing how the existing criteria
would fit in the revised
classification system.
Please note that no waters
would be reclassified
under this rulemaking. If
adopted, waters would only
be placed into the new
classification that is analogous
to the old system (for example,
Class I, II, and III
waters would be placed
into AL-2), and the level
of protection would
not change for any water body. The
draft rule revises the process
to request reclassifications,
but no waters will be
reclassified into new
classes (AL-1, AL-3, and AL-4,
for example) until a) criteria
are subsequently developed
and adopted for the class
via a separate rulemaking
, and b) the reclassification
(either submitted by petition
or initiated by DEP)
is subsequently approved by
the ERC and EPA. Please let
me know if you have
any questions about the public
workshop.

Environmental Protection Agency EPA |
Drinking Water System Managers & Operators:
EPA is offering four, two hour web broadcasts in June and August which address the issue of simultaneous compliance with what may appear to be competing regulations. The topics include changes in source / changes in treatment techniques, groundwater systems, surface water systems and water quality management in distribution systems.
We encourage you to take advantage of these web seminars. Should you have any questions which arise from these broadcasts, please feel free to contact us at the Palm Beach County Health Department 561-355-3070 and ask for your system inspector or myself.

j_hambor@doh.state.fl.us States,
Water systems are required to comply with multiple regulations simultaneously and with that challenge sometimes compliance issues arise. EPA Office of Ground Water and Drinking Water is pleased to present a free webinar series focusing on potential simultaneous compliance issues associated with the operation and regulation of drinking water treatment systems.
Simultaneous Compliance Issues for Surface Water Systems
Thursday August 13, 2009
1:00 p.m. - 3:00 p.m. Eastern
Utilities are increasingly being required to make decisions about competing water quantity and quality objectives in the context of rapidly changing regulations and increasingly rigorous customer expectations. These decisions may involve modifying existing treatment operations and/or new technology implementation - which can increase the potential for conflicts and unintended consequences. This webinar has been designed for public water system operators and state primacy officials to identify potential consequences associated with surface water systems as well as techniques to avoid these consequences.

Water Quality Management in Distribution Systems:
Simultaneous Compliance and Unintended Consequences
Thursday August 27, 2009
1:00 p.m. - 3:00 p.m. Eastern
Without careful planning and implementation, actions intended to improve water quality in distribution systems can produce serious unintended water quality consequences - especially in the areas of microbial re growth, corrosion, stability of existing pipe scales, and aesthetics. This webinar has been designed for public water system operators and state primacy officials to identify potential issues with distribution systems as well as techniques to minimize consequences.
