 Greetings,

 We would like to remind interested parties that there is a public workshop  scheduled for next week for the Department to discuss the potential  refinement of the State's surface water classification system (agenda  attached). The public workshop, which is open to the public, is scheduled  see above.

 A copy of the draft revisions to the surface water classification rule
  (Rule 62- 302.400, Florida Administrative Code) is attached for your review.  The  refined structure breaks the current 5 classes into 7 human use  classes (HU-1  through HU-7) and 4 aquatic life use classes (AL-1 through  AL-4). Also attached  are tables showing how the existing criteria would fit in  the revised classification  system. Please note that no waters would be  reclassified under this rulemaking.  If adopted, waters would only be placed  into the new classification that is  analogous to the old system (for example,  Class I, II, and III waters would be  placed into AL-2), and the level of  protection would not change for any water body. The draft rule revises the  process to request reclassifications, but no waters will  be reclassified into  new classes (AL-1, AL-3, and AL-4, for example) until a)  criteria are  subsequently developed and adopted for the class via a separate  rulemaking , and b) the reclassification (either submitted by petition or  initiated by  DEP) is subsequently approved by the ERC and EPA.  EPA is offering four, two hour web broadcasts in June and August which address the issue of simultaneous compliance with what may appear to be competing regulations. The topics include changes in source / changes in treatment techniques, groundwater systems, surface water systems and water quality management in distribution systems.
